Diamond/Pearl/Platinum Static Manip
Overview
In this guide, we will be covering how to manipulate a stationary
Pokémon, which includes legendaries, gifts, and other "manually
encountered" Pokémon. This guide DOES NOT cover roaming Pokémon.
This basic manip instills the foundational knowledge you will need to
perform many other manipulations in the Generation 4 games.

Initial Setup
This type of manipulation is best done with the Coin Flip app to quickly search for seeds you hit. However, it is not required.
To obtain the Coin Flip app, you must speak to the rich boy inside this house at the Grand Lake Hotel, which requires Rock Climb.

The second way to find a seed hit is to capture the Pokémon and then pinpoint it in Pokefinder; both of these methods will be demonstrated at a later point in the guide.
The primary requirement is at least one Chatot with a recorded Chatter. Chatot learns Chatter at level 21, and it can be obtained by trading a Buizel in Eterna City or by capturing it on Route 222.
Ensure your Pokefinder profile is set up. If you do not know how to create one, it is covered here
Make sure to save in front of your target.
Finding a Target
In Pokefinder, go to the Gen 4 tab, then select Static. A new window will appear.

Be sure to navigate to the Searcher tab highlighted in the image and select your profile if it isn't set automatically.
Here we have a bunch of filters for the min/max delay and advances, the category our Pokémon falls under, IV filters, and other parameters such as the ability slot, Hidden Power type, nature, gender, and shininess.

IV filters range from 0-31 in each stat. The left is the minimum value, right is the maximum.

The ability filter allows you to choose which ability a Pokémon has, if it has more than one ability.

Hidden Power allows you to choose a Hidden Power type that will be dependent on the IVs of the Pokémon

Shininess should only be selected if you have your SID. It will allow you to search for shiny Pokémon. Star/Square should almost always be selected unless you care what type of shiny it is in Sword/Shield.
Leads are not required, but they can help you get the desired Pokémon. However, they do not work on gift Pokémon. Pokefinder only supports searching with Cute Charm and Synchronize, but there are more abilities with out-of-battle effects that may inhibit your ability to hit your target, including but not limited to: Pressure, Static, or Keen Eye. DO NOT have Pokémon with these abilities in your lead slot.
Here, you should copy the Min/Max Delay and Min/Max Advance that I have set up under RNG Info. The other filters will depend on what you want to target.

In Platinum, if you are targeting Giratina-Origin in the Distortion World, your minimum advances should be set to 11. This is because loading the overworld in the Distortion World causes 11 advances to occur. This happens each time you exit from a menu, such as the party, as well. Keep this in mind if you have a far target.
Understand that filtering for shiny Pokémon limits your options by a lot, which is why I'm searching for 30-31 IVs in only special attack and speed. My search here is made even more strict by asking for a specific ability slot, desired natures, and Hidden Power type.
The highlighted spread is suitable for the Drifloon I'd like to have. It's shiny, with some pretty good stats. Also, take note of what Advance your target is on. Mine is 19. I suggest picking something around there for your first manip, and definitely above 5.
When you find a suitable spread for yourself, make a note of the advances, hover over the seed, and right-click it. A small list will appear. Click Generate Times for Seed.

A new window will appear. Here you will select a target date and time.

Once you choose a target, click it, then hit the generate button at the bottom to generate a list of adjacent seeds. Now we're ready to manipulate the Pokémon.
Prepping for your target
Now that we have a target date and time, enter the date in your system's clock settings, as well as the time, but don't confirm the time yet.




Open EonTimer, go to the Settings area, and select the device you will be manipulating with.

Then, enter the Target Delay and Target Second from your selected time in their respective fields, and be sure to take note of the Minutes Before Target. You will subtract that number from the minutes on your clock. So, instead of setting the clock for 15:56, it is set to 15:55 because there is one minute before the target.
In addition, set Calibrated Delay to 600.

Start the timer and the clock at the same time.
Now, you can either wait at the Home Screen to boot the game, or boot the game and then Soft Reset at the end of the first timer stage. The latter will provide better consistency on DSi and 3DS due to longer boot times.


After the first timer stage ends, you will wait on the Save File Select screen until the end of the second timer.

Once the game loads, there are two options to check the delay hit and calibrate if you missed.
Attempting & Calibrating
Coin Flips
With the Coin Flip app on your Poketch, you can quickly verify your seed. If you do not have this app, click the Catch and Check tab. It must be noted that this method is recommended to be done in an area with little or no moving NPCs, as they will cause advancements and may make you overshoot your target when listening to Chatot.
In the Gen 4 Seed to Time window where we generated the adjacent seeds, click Search Flips.

This will open a small window with two icons corresponding to "heads" or "tails."

Now, back in the game, you will flip the coin multiple times and press the icon of each side that lands in the Search Flips window. Keep flipping until there is only 1 result, then press "OK".


You will find that the seed you hit has been highlighted.

Here I hit 3920, when my target was 3922.
IMPORTANT: Delay is a value that only increments 2 by 2. This means that if you hit an "odd" delay when aiming for an "even" (example: 3921 vs 3922), you'll always miss by 1. To fix this, you can attempt to start a new game and then back out by pressing B. This will switch the delay to the opposite of whatever you're hitting.

You can enter the delay you see associated with the seed into EonTimer under Delay Hit, then press Update. Your timer will adjust, and you should now be able to hit your target seed more easily.

Once you've confirmed your seed with coin flips, we can catch our target Pokemon!
Copy the seed you're targeting into the Generator tab.

Open the party menu and open your Chatot's summary, the recorded chatter will play at a certain pitch that changes each advance, flip back and forth between your Pokémons' summaries and listen to the Chatot's pitch.

On each flip, look one advance further in the Generator tab; the pitch should match up. If you can't tell the difference in pitches, that's okay, we just need to count the number of times we hear the Chatter until one advance before the target Pokémon. In this case, it's Advance 18 with a Medium Low pitch.
Exit the summary, party view, the start menu, and encounter your Pokémon.
It should be your target! If it's not, try again and double check the coin flips & chatot pitches. Also, make sure there's no NPCs nearby that move randomly.

Catch and Check
If the Coin Flip app is unavailable to you, then you can simply attempt the manipulation from here.
Be sure that you're saved in front of your target.
Copy the seed you're targeting into the Generator tab.

Once you load into the game at the end of the second timer, open your party and open your Chatot's summary, the recorded chatter will play at a certain pitch that changes each advance, flip back and forth between your Pokémons' summaries and listen to the Chatot's pitch.

On each flip, look one advance further in the Generator tab; the pitch should match up. If it doesn't, that's okay, we just need to count the number of times we hear the Chatter until one advance before the target Pokémon.
Exit the summary, party view, the start menu, and encounter your Pokémon.
You likely missed on the first go if you haven't been able to calibrate. Simply capture the Pokémon; it's good to have Masterballs on hand if you're targeting a legendary.


From here, go back to the Searcher tab, or in the Generator tab if you verified the seed with Coin Flips, clear all of your previous filters, and open the IV Calculator.

Select the correct game from the drop-down as well as the Pokémon we will be calculating IVs for. Ignore the Hidden Power type as it is not required. Enter the stats and nature of your Pokémon, as well as the characteristic. The characteristic can be used to deduce IVs further without levelling up.
Adding a row will let you enter another level, which should help bring the IV ranges closer to the true value, decreasing the manual search effort. This is best achieved with Rare Candies.

IMPORTANT: Some of the characteristics have been renamed in newer generations. PokeFinder uses the updated names. The two characteristics affected are: "Often dozes off," which is now called "Takes plenty of siestas," and "Often scatters things," which is now called "Nods off a lot."
Once you click Find IVs, go back to the Searcher window. You'll find that the IV filters have been automatically applied. You should now add the nature, ability slot, and gender, if applicable, to narrow your search.
Click Search, and click the "Seed" table header to sort by seed. Look for one of the adjacent seeds we generated in Seed to Time earlier.


If you don't see a matching seed, then increase the -/+ ranges for the Delay or Second.

Repeat this section until you achieve the result.
